I am interested in buying a CBR 250RR and have a strange VIN on it.
    6MCH00MC221017206
It is a 1990 model and looks like a genuine MC22.
Just the first6 digits are a bit strange
    Any ideas?

Where are you reading the VIN from. One of my bikes has multiple numbers on it (different). The number on the headstem is different from the one on the frame.
Being a grey import, it is likely to have been given a new number by the authorities in the appropriate state it was first registered. Even my late model locally delivered bike looks like the original number on the headstem has been ground off and a new (Honda Australia, factory number restamped). Both of these bikes have been fully road registered without issues.

Definitely a import , that is an aus issued vin , look on the right hand side of your headstem, there will be a number on there that you can use to check what year it was made
