Drain it, shake out what crap you can, pull the petcock and give it a rinse with alcohol or spirits. Let it dry in the sun. Throw in a handful or three of bolts and screws, then shake and tumble the tank for a while. This will knock the vast majority of the junk loose. Empty out the shrapnel and shavings, rinse again. If you're putting it right back into service, you're done. If the tank will sit empty a while, a blast of some engine fogging oil will help keep it clean.
