Compare these very carefully, I think you could be one tooth out on your timing. Bit hard to tell without checking the horizontal marks though...

Check Delboy's garage on youtube for a great walkthrough on fork seals. I've tried and tested it myself works well.

Here's a video I made on TDC so you can understand lobe positions.

Update on the bike. It turns over but won't start. If I disconnect the electrics from the fuel pump it starts and idles for about 10-15 seconds (I'm guessing for the amount of fuel in the float bowl). Bu I re-connect the power to the pump and it won't start. So I'm guessing flooding? But I didn't think too much fuel pumping would a effect anything because it'll just go out the float overflow. Any ideAs?

Hmm, could be the fuel pump relay, these fuel pumps work under pressure, when there is enough fuel in the system the fuel pump should stop which is where the relay kicks in. I don't have any spares, I sold my fuel pump and relay a few weeks back.

The GSX250F manual has a check for the relay if you have a multimeter

Sorry to get your hopes up guys but false alarm. I was testing it a bad way because I didn't have the right tools or equipment. I properly re-tested it and it's fine according to the manual. How ever, when the relay is connected and bike turns on its clicks for about 10 seconds. Is this normal? Also what is this used for? It's inline on fuel hose between tank and fuel pump

I had issues with a plastic ryco fuel filter, the fizzer pump simply could not suck any fuel through it. Have to get a fuel filter designed for carby systems and not EFI which works under high pressure (50PSI or more). FZR fuel pump only does 1.4 PSI for comparison

The ticking from the pump is normal, it's filling up the carbs :)
I'd go to your local motorbike or auto shop and buy the paper style fuel filter instead of whatever that is.
    They are pretty cheap.

The ticking is from the relay not the pump. And it has a paper style inline filter between the pump and carby

Just checked It again. It's ticking from the pump now. Dunno why the relay was earlier. Here's another pic of that thing

Looks like some kind of filter from tank to pump. Then you said you have a filter from pump to carbs as well?
Seems a bit weird, maybe previous owner had a rusty tank so took double precautions?
