Sorry if this has been covered before but inside the bar end of a CBR250RR 1994 MC22, I can see the threaded part where a bolt can fit but if I screw the bolt in, the threaded part will spin when the bolt is screwed deeper down.
My question is, can the spin-able threaded part be removed and if so, how? Do I screw the bolt in and then somehow tap the part out?
When ordering new bar ends off say eBay, are all bar ends the same of am I supposed to look for types with the part that threads into the bar (if so, I assume I would need to remove the spin-able threaded part out of my bars).

    Thank in advance for answers

The mounting bracket shouldn't spin, as it has a little bracket to lock it in place. When the bike is dropped to the side, the bar end hits the ground hard. In most bikes I've been, the mounting bracket snapped, and either lost the part where the bolt goes, or just spins freely.

You could try to remove the bracket completely and check its integrity. You will find it quite hard to remove the bracket, but it is possible.

When choosing bar ends, you will have to order the correct type. If both your handlebars have the mounting bracket inside them, you need the proper CBR bar ends, with the correct bolts. If your handle bars are empty inside, you need one of those "universal" bar ends, that come with a piece of rubber at the end, to secure it properly. But if you have one hand bar with the mounting bracket, and the other with broken/missing bracket, you will have to make both handle bars look the same (fix the broken/missing side, or remove the existing bracket) before you can order new bar ends.

Thank you for the detailed answer. Yes it does look like the inner parts have some sections cracked off even though there is plenty of thread for bolt retention.
Should I just screw in a bolt and attempt to tap the inner part out?
Maybe I should glue to inner part to prevent spinning and just bolt on correct fitting ends?

I think you should try to remove the bracket and find out why it's spinning. There are 2 pieces of rubber there, to avoid it moving Check if the rubber is still in one piece, clean it a bit (may be with a fine sandpaper), check if the bracket is not snapped in half (the part spinning could be the front half, and the rear half is still properly attached).
