   starts runs but major lag out in rpm will load up revs but the thing seams to be stalling once throttle is off riding is same like riding against a seized motor ??????

   hey Clinton, if it was seized, it wouldn't run. Has it been sitting a while ?
   
   I would start by looking at the plugs , see what colour they are. Next step would be to clean the carbs and make sure the slow jets, main jets and emulsion tubes are clean and free of gunk.
   
   Can you tell us a bit more of whats going on ?
